To report obscene or harassing phone calls or texts complete an ONLINE CRIME / INCIDENT REPORT or call (408) 277-8900.
Obscene or harassing phone calls, text messages or communications by means of an “electronic communication device”, may be reported via the Telephone Report Automation Center (TRAC) by calling (408) 277-8900.
Or you may file a report online. Reports can also be filed in person at the San Jose Police Department’s Information Center.
EXCEPTION: If the caller has made specific threat(s), and there is an indication the threat(s) may be carried out, call 911. Officers will be dispatched and respond to cases involving Criminal Threats (California Penal Code Section 422) where the threat involves death or great bodily injury.
Online Reporting - You may be able to report some harassing or threatening phone calls or texts online.
Definition: Unwanted phone calls or texts of an annoying, harassing or threatening nature.
Penal Code 653m makes it a misdemeanor to send annoying or harassing phone calls or other communications by means of an “electronic communication device” with the intent to annoy or harass someone. Annoying or harassing conduct can include use of obscene language, threats of injury or harm to the recipient or their family, or repeatedly calling or sending messages regardless of what is said or sent.
Examples: Immediate hang-ups, obscene language, etc. with no known suspects.
Don't use Online Report if . . .

You have any information about the suspect(s) who made the harassing phone call.
Instead, go to the Police station to file a report or call Police Non-Emergency (408) 277-8900 to make the report.
With the online crime reporting system you will be able file an online police report without waiting and print a copy of the report for free. If you have been the victim of harassing calls and do not know the person who is calling, you can use the online reporting system.
After completing your report, please contact your phone service provider, as noted on your telephone bill, with the report number you receive at the end of this process. Follow your phone service provider's instructions and keep track of when calls occur and the number they are from (if you have caller ID).
