San José Police Department CAM Rebate Program: Operates on a first-come-first-serve basis. Additionally, note that this preliminary application serves to assess program eligibility. Only fully completed applications meeting all requirements will be funded, subject to availability of funds. The maximum rebate is up to $350 per residential property, business, or house of worship located within the city limits of San José California. Please review the conditions outlined below for eligibility.

The San José Police Department CAM Rebate Program, managed by the San José Police Foundation, is dedicated to enhancing safety and security for residents, businesses, nonprofits, and religious institutions through innovative means. Our goal is to assist organizations in improving their security measures to ensure a safer environment. Video imaging security cameras play a crucial role in supporting law enforcement by deterring crime, vandalism, and other quality of life issues.

The rebate program will be allocated on a one-time funding basis, available only while supplies last or until funds are exhausted. All interested parties must submit a preliminary rebate program application to ensure that proposed equipment meets program requirements before purchasing of equipment. Please note that an incomplete rebate incentive application will not receive funding. The applicant is responsible for following all program rules and regulations and must adhere to strict timelines.

Program Details:

  1. Eligibility:
    • Open to residents, businesses, nonprofits, and religious institutions located within the City of San José.
  1. Requirements to Participate:
    • City of San José residents should apply for the rebate incentive through the Crime Prevention Website before the purchase of their camera(s). However, the program is retroactive, covering purchases of qualifying camera systems made from July 2022 onwards. 
      • If you've already purchased and installed a qualifying camera system and want to apply for the program, you can do so by checking the "Purchased Since July 2022" box.
      • If you have not yet purchased a qualifying camera system but want to apply for a future purchase of a system, please indicate so by choosing the "Not Yet Purchased" box.
    • The registration location is within the City of San José.
    • The camera must be registered in the CAM program.
    • The camera(s) meet the minimum specifications listed under the section below titled: Approved Camera Equipment and Minimum Camera Specifications.
    • The camera(s) is an exterior camera or monitors the exterior of the home or monitor the exterior of the property.
    • The camera(s) was purchased and installed after July 2022.
    • Proof of purchase will be required through itemized receipt.
      • If camera system was purchased on an installment plan, the resident must submit application when it is paid in full.
    • The complete application must be submitted and signed within 30 days of submitting the Rebate Incentive Application.
  1. Application Process:
    • Participants initiate their rebate application using the form below.
      • A paper application (PDF)  can be printed and submitted to The Crime Prevention Unit at 201 W. Mission Street San José CA, 95110.
    • Before purchasing cameras, applicants should complete the rebate application process on the form below and expect to receive a general application confirmation email.
    • After submitting the application, applicants will receive an official email or documentation confirming the conditional submission of their application.
    • Applicants should wait for either conditional acceptance or rejection notification for the program and carefully follow the instructions provided in the communication.
    • Cameras must be purchased and registered with the City’s Police Department Camera Archive & Mapping (CAM) program within 30 days of submitting the rebate incentive application.
    • Final applications, along with all required supporting documents outlined in the application guidelines, must be submitted to SJPDCAM@sanjoseca.gov within the same 30-day time frame.
  1. Required Documentation:
    • Initial Incentive Application: Applications must be submitted via the form on this webpage.
      • Alternatively, a paper application (PDF) may be printed and delivered in person or via mail at the San José Police Department Crime Prevention Unit located at 201 W. Mission Street, San José, CA, 95110.
    • Receipts:
      • Receipts must include an itemized description of the camera equipment purchased, including make, model, and any additional accessories.
      • Copies of receipts should be provided as proof of purchase.
    • Pictures of Exterior Installed Camera:
      • Applicants are required to submit clear and visible photographs showing the exterior installation of the camera system.
      • Images should capture the camera's placement and angle to ensure optimal surveillance coverage.
    • Verification of CAM Program Registration:
      • Applicants must provide documentation confirming registration with the CAM program.
      • Registration verification can be obtained from the program administrator or through the online CAM portal.
  1. Identification Requirements:
    • A valid form of identification will be necessary when collecting the rebate check.
  1. Approved Camera Equipment Definitions: The Camera System List is not exhaustive; additional systems can be approved following program manager approval.
    • Exterior Security Camera System:
      • Any camera system designed for outdoor surveillance and security purposes.
    • Doorbell Camera:
      • A camera device integrated into a doorbell, typically used for monitoring, and recording activity at the entrance of a property.
    • Exterior Flood Light with Camera:
      • A lighting fixture equipped with an integrated camera, primarily used for illuminating outdoor areas and capturing surveillance footage.
    • Motion Sensor Light with Camera:
      • A light fixture equipped with a motion sensor and integrated camera, designed to activate both light and camera functions upon detecting motion.
  1. Minimum Camera Specifications:
    • Cameras should have a minimum resolution of 1080p (Full HD) to ensure clear and detailed video footage.
    • Cameras should be equipped with infrared (IR) LEDs or other night vision technology to capture clear footage in low-light or nighttime conditions.
    • Cameras should be weatherproof or designed for outdoor use to withstand various weather conditions.
    • Cameras should support onboard storage (e.g., SD card) or a DVR (digital video recorder) or cloud storage options for storing recorded footage securely.
    • Cameras should have reliable Wi-Fi or Ethernet connectivity for seamless integration into a networked surveillance system.
    • Cameras should be powered by either wired (e.g., PoE) or wireless (e.g., battery-powered) methods, depending on the installation location and requirements.
  1. Installation Requirement:
    • Rebates will only be provided for cameras installed on the exterior of the property.
    • If multiple cameras are purchased but not all are installed on the exterior, the rebate will be based on the number of cameras installed outside.
      • For example, if you purchase four cameras for $500 but install only three on the outside, you are eligible to receive a $100 rebate (1 rebate per address).
    • Installation of cameras is the responsibility of the registrant.
  1. Approved Applications:
    • Rebate will be issued within 2 weeks of final approved application submittal.
    • Rebate will be in the form of a check.
    • Rebate check must be picked up in person at indicated location on final approval communication e-mail.
    • All necessary documentation must be reviewed at the time of rebate collection.
    • The rebate amount will cover the cost of the camera only up to $350 [based on actual cost of the camera(s) per address.
      • Rebate is exclusively for the cost of the camera(s) including any applicable tax.
      • Rebate amount will not include the cost of camera installation, additional storage, accessories, or any cameras that are purchased but not installed in the exterior of the property.
  1. Program Administration:
    • The San Jose Police Foundation, in collaboration with the San Jose Police Department, oversees the Rebate Program.
    • All rebate applications undergo thorough review and processing, ensuring applicants receive confirmation upon application receipt.
  1. Denied Applications:
    • A CAM Program administrator will send denied application a letter of denial that includes a valid reason for denial.
    • Participants have the option to request a review audit if they feel they were incorrectly denied participation in the Camera Rebate Program.
    • The Rebate Program operates on a one-time funding basis, available until supplies last or funds are exhausted. Applications received after this point, even if meeting all requirements, will be denied due to depleted funds.
