Welcome to SJPD’s Foothill Division!
Our division covers approximately 42 square miles with a population exceeding 300,000. As your Captain, I work closely with District 4’s Councilmember David Cohen, District 5’s Councilmember Peter Ortiz, District 7’s Councilmember Bien Doan, District 8’s Councilmember Domingo Candelas to direct resources to areas making it safer to live, work and grow in San José!
The TEAM:
Our division has the following team
- You. You are the key to this team being effective in our division!
- Amazing Patrol Teams of Officers, Sergeants, and Lieutenants as well as Community Service Officers.
- Crime Prevention Specialists (3 persons mentioned below).
- City Councilmembers who share a vision of improving safety and community.
Crime Prevention Specialists:
My Foothill Team consists of 3 Crime Prevention Specialists (408-277-4133) to provide you personalized service in Community Policing Meetings and to suggest ways to live safer in San José.
We pride ourselves on connecting with you, our community members, and prioritizing your needs with the goal of reducing crime and making you feel safer in San José.
FOOTHILL GOALS
- Intelligence-Led Policing
- Address Community Concerns
- Reduce Aggravated Assaults and Violent Crime
- Address Gang Crimes
- Focus on "Quality of Life" issues at the beat officer level.
-
Intelligence-Led Policing:
Intelligence-Led Policing utilizes statistical data from calls for service to reported crime data to help identify hot spots within the Division. Officers can use a program called Crime View Dashboard to identify the hot spots and monitor any crime trends developing. Intelligence-Led Policing is also hearing from the Community. When Community members inform me of issues in their neighborhoods, I can act on their information. As your Captain, I will vigorously monitor the Division utilizing the Crime View Dashboard and I will ensure the officers working in Foothill Division understand and utilize Intelligence-Led Policing. -
Addressing your concerns:
The top complaints at community meetings are the nuisances caused by unhoused and parking complaints. It is critical that we all work together to implement resources for the unhoused. We continue to work with homelessconcerns@sanjoseca.gov to find alternatives for those willing to accept resources. We cannot solve the issue overnight, but working together, we can find ways to make constant improvements. -
Aggravated Assaults and Violent Crime:
Violent crime impacts every single one of us. Focusing on potential or actual violent assaults and other violent crime can uncover hidden issues that, when addressed, will reduce those crimes on the streets. Through gang enforcement and additional high visibility patrols, we can impact areas to decrease and impact chronic fight/assault situations. -
Gang Enforcement:
Gangs are not welcome in San José but exist for a multitude of reasons. Their violence endangers others and foster fear in the community. We work with our Violent Crime Enforcement Team, our Metro Team, and our Gang Investigations Unit to focus gang enforcement cars along with patrol units in areas experiencing gang crimes. We also work hand in hand with the Mayor’s Gang Prevention Task Force to remain aware and responsive to gang-related trends in the Foothill Division.Current Hot Spots:These are not in any particular order, but areas we constantly work to help improve and foster a safer environment for our community.

Quality of Life Issues:
Community Policing Officers (CPO)CPO’s are an amazing resource for our division. They will attend meetings to hear your concerns. They will react by putting together plans into action. They will follow the directives the Captain has implemented, and can do additional functions to address issues within the division.
We currently have 5 CPO’s assigned to our Foothill Division. 4 out of 5 work the swing shift (3 pm to 1 am). Please contact me to get your CPO to a community meeting (and me as well!)
I look forward to meeting you at your community meetings or SJPD functions. I encourage your input, service and help in making San José safer. Together, we are making a difference!
